Every customer in the estate — including tenants nobody has invoiced. A demo or test tenant holds storage and occupies seats like any other, so leaving it out would show an estate that costs less than it does.
The hosting bill is one invoice for the whole estate, so it is shared out by seats: a customer with a tenth of the seats carries a tenth of it. Storage is measured per tenant and charged to whoever stored the bytes.
