Allowances
Templates and Output are separate allowances, set in 100 MB blocks. Separate on purpose: if output could fill the space templates live in, a full disk would stop every scheduled run from finding its template.
Everyone in this organisation
The starting point for anyone without their own setting. Raising it lifts everybody who has not been set individually.
People
A person's own setting overrides the organisation default. A quota cannot be set below what somebody has already stored — they would be unable to write anything at all.

Shared template libraries
One copy of a template, read-only inside the Templates of everyone assigned to it — so a hundred people using one report template store one report template. Managers may change its contents; members may only use them.
